The Northwest Family Resource Center, located in the former Union Elementary School, is the home to Scioto County ABLE headquarters, Northwest Even Start, CAO Head Start, Northwest Branch of the Portsmouth Public Library, Scioto County Early Childhood Program, Emotionally Disadvantaged Unit, the One Stop Employment Center, and the Northwest Community Technology Center.
